Dr. Tarnoff attended the Pennsylvania College of Optometry where he graduated in the top  fifth of his class and received his Optometric Doctoral Degree. He then  attended the New York Optometric Center for a Residency in Pediatric Optometry  and Visual Training.

Currently he belongs to the Southwestern  Pennsylvania Optometric Association, where he has served as President and Vice  -President. He is a member of the Pennsylvania Optometric Association, American  Optometric Association, and Contact Lens Section of the American Optometric  Association as well as a member of the TLC Laser Eye Centers in  Pittsburgh. Dr. Tarnoff maintains the position of an adjunct faculty member of  the Pennsylvania College of Optometry and is a preceptor in the externship  program at the college. In 1985 Dr. Tarnoff was awarded the Preceptor of the  Year Award by the students.

In Indiana, Dr. Tarnoff is a consultant to  the Blind Association Pre-School Vision Screening Program and a member of the  White Township Lions Club. He had previously held positions on the boards of  Indiana County Head Start, Indiana County Guidance Center, and the YMCA.

Dr. Tarnoff has been practicing Optometry in Indiana, PA since  1973
